Judge Dianne Wood was the keynote speaker, and we honored Monroe Leigh, who as State Department Legal Adviser had a lead role in FSIA enactment.

On April 25th, IIEL and Georgetown Law’s Center for Transnational Business and the Law celebrated the 40th anniversary of the Foreign Sovereign Immunities Act (FSIA). Judge Dianne Wood was the keynote speaker, and we honored Monroe Leigh, who as State Department Legal Adviser had a lead role in FSIA enactment.

This one-day conference assessed U.S. experience under the FSIA and considered the role of foreign sovereign immunity in the evolving international order. Panels of distinguished scholars, practitioners and judges (both U.S. and foreign) addressed several topics, including: (1) the FSIA: Origins, Expectations, and Surprises; (2) Sovereign Immunity in International Law and Practice; (3) Critical Issues: Enforcement, Terrorism, Human Rights; and (4) The Argentine Debt Case and International Management of Sovereign Debt Issues.
